About this framework

Framework period: 1 April 2020 until 31 March 2022 (with option to extend until 30 November 2023)

Scotland Excel’s supply and delivery of electrical materials framework provides members with easy and efficient access to a range of electrical products including cables, wiring accessories, circuit protection, heating, ventilation, safety detectors lamps and accessories.

This is the fourth generation of the framework which forms part of our construction portfolio and is estimated to see a spend of £80m over its term.

As with all our frameworks, this contract was developed in close consultation with stakeholders, including both procurement and technical representatives.

It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

Community benefits are delivered locally for each member and are based on annual spend thresholds.
The framework brings projected average savings across members of around 2.5%.
Of the 11 suppliers, four are classed as SMEs and seven are Scottish suppliers.
Suppliers are compliant with UK Waste Electrical and Electronic Equipment (WEEE) Regulations and the Ecodesign directives for sustainable heating.
Scotland Excel’s ongoing management of the framework ensures that it continues to deliver value for members throughout its lifecycle.
The framework’s pricing was fixed for the first 6 months. Applications for price increases will be evaluated against prevailing market conditions and require to be supported by documentary evidence.

Key Facts

The framework will support members applying the update to the tolerable standard under the Housing (Scotland) Act 1987 and ensures compliance with the European Ecodesign Directive.
