Adult social care pay uplift

Pay uplift for the National Flexible Framework for Care and Support Services and the Care Homes for Adults with Learning Disability Framework

The Scottish Government and Convention of Scottish Local Authorities (COSLA) have announced the Adult Social Care Pay Uplift.

As part of the Fair Work in Social Care agenda, we have been working with the Scottish Government, COLSA and wider stakeholders to implement the pay uplift.

The Scotland Excel National Flexible Framework for Care and Support Services and the Care Homes for Adults with Learning Disability Framework both fall in scope for the national uplift, for those providers awarded to the frameworks.

The Scotland Excel frameworks are underpinned by the principles of fair work and provide a flexible vehicle for councils/HSCPs and care sector providers to continue to deliver care and support to meet peoples’ outcomes.

This collaborative approach to commissioning and procurement places a direct emphasis on sustainable rates that helps to deliver social care supports more fairly and more sustainably.

Scotland Excel is updating the framework Providers Service Price Rate Schedules to reflect the pay uplift, in line with the Scottish Government correspondence, dated 12 November 2021. A high volume of service schedules need to be updated and processed and we are working hard to issue providers with these as quickly as possible.

The national uplift will be applied to the 119 providers and 460 services awarded to the Care and Support Flexible Framework and to the 22 providers and 55 services awarded to the Care Homes for Adults with Learning Disability Framework, so that Health and Social Care Partnerships can implement this national policy directive.
