About this framework
Framework period: 3 April 2023 to 2 April 2025 with an option to extend for up to a further 24-month period
Scotland Excel’s building construction consultancy framework provides members with a means to procure services relating to buildings and their surrounding grounds.
This compliments our frameworks for other building construction works, such as new build residential construction, demolition, asbestos removal and energy efficiency contractors.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- 29 councils have confirmed participation in the framework
- Prices are fixed for the duration of the framework
- The 93 recommended suppliers include 62 which are classified as SMEs and 14 micro businesses
- All suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
- 90 suppliers pay the Real Living Wage, with 47 suppliers being accredited. The remaining three suppliers have committed to paying the Real Living Wage within two years of the framework commencing

All lots were subdivided by 8 geographical regions. Tenderers could opt to offer for one, some or all regions with the intension of maximising bid opportunities for Small to Medium Sized Enterprises (SMEs) within the sector.
