About this framework

Framework period: 1 February 2022 until 31 January 2025 with the option to extend for up to 12 months until 31 January 2026.

Scotland Excel’s second generation energy efficiency contractors framework provides our members with an effective and efficient method of upgrading and full house retrofitting to existing housing stock.

It is fundamental enabler that will support the Scottish Government’s key policy objective of attaining net zero by 2045 and has social and environmental policy objectives at its core. It will support our members in tackling fuel poverty, reducing carbons emissions and will form a significant element in Scotland’s green future.

As with all our frameworks, this contract was developed in close consultation with several key stakeholders to assist with technical specification and ensure the framework aligned with policy objectives and funding requirements. Discussions were held with Scotland Excel’s membership, several groups within the Scottish Government, Energy Saving Trust, Zero Waste Scotland, Building Research Solutions Ltd, industry contractors and other technical experts across the sector.

Benefits

  • The framework includes a new lotting structure designed to enable retrofitting of existing housing stock and includes a professional services lot.
  • This framework is a fundamental enabler to support the Scottish Government’s key policy objective of attaining net-zero by 2045.
  • Has social and environmental policy objectives at its core, to support our members to tackle fuel poverty, reduce carbon emissions and aid a green recovery.
  • In addition to the direct benefits to tenants from the improvements to their homes and reduction in emissions, all but one framework contractor has committed to deliver community benefits. These are relative to the value and council area where the work is based.
  • All framework contractors pay the Real Living Wage.
  • Extensive new lotting structure which increased from 13 to 25 sublots to create capacity and local choice.
  • Specified to enable full house retrofit and fabric first approach, with industry standards embedded.
  • Efficient route to market for funded works, supporting Scottish Government Heat in Buildings strategy.
  • Migrated to NEC4 terms and included additional SBCC terms to cater to our members diverse works package requirements.
  • Partnership working to support skills development and future capacity within the industry.
  • Commercial approach which will support ongoing management and monitoring of value for money.
  • The framework specification has been developed to include the change of requirements to meet standards set out under PAS2030 and has incorporated PAS2035 requirements.
  • The specification also made clear consideration to the building structure, fire, acoustics, hydrothermal and health and safety.

Key Facts

To support the Scottish Government’s skills requirements for energy efficiency works, Scotland Excel collaborated with ESP to explore and strengthen the quality of works and skills within the industry. This helped shape ESP’s college curriculum, which will improve the delivery of quality works for our members and help the supply chain to be better equipped to cope with future demand.
