About this framework
Framework period: 20 August 2026 to 19 August 2030
Scotland Excel’s vehicle and plant hire framework allows members to procure the hire of vehicles or plant on a daily, weekly, monthly, six monthly, annual, eighteen monthly or twenty-four monthly basis, to support the requirements of fleet and roads departments. The framework assists members in dealing with seasonal or intermittent demands by providing a route for members to supplement their existing vehicle and plant provision.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- 32 councils have confirmed their intention to participate in the framework
- All 76 suppliers have agreed to a minimum 12-month fixed price period from the commencement of the framework
- Of the 76 suppliers, 57 are classified as SMEs, including 14 micro businesses
- Suppliers proposed several sustainability benefits such as:
- Increasing percentage of fleet which is electric/alternatively fuelled fleet and recycling/reuse of packaging
- Net zero targets as early as 2035
- Reducing operational carbon through route planning, delivery consolidation and proactive fleet management
- Working in partnership with Transport Scotland on hydrogen fuel cell technology
- Achieving an overall landfill diversion rate of approximately 98% through recycling, reuse and recovery processes
- All 76 suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
- 64 suppliers pay the Real Living Wage, with 21 of these formally accredited Real Living Wage Employers
