About this framework

Framework period: 21 February 2022 to 20 February 2024 (with optional extensions for a further two twelve-month periods to 20 February 2026)

Scotland Excel’s vehicle and plant hire framework covers the hire of vehicles and plant equipment on a variety of hire periods to supplement the existing fleets of our members.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • Fixed pricing for 12 months across all lots. Half of the suppliers have offered further additional fixed pricing periods of between 12 months and the lifetime of the framework.
  • Suppliers to the framework represent a mix of micro, small, medium and large organisations with 38 of the 56 awarded suppliers classified as SME’s and 9 as micro businesses. 44 suppliers are Scottish businesses.
  • A range of sustainable measures have been proposed including:
    • Programmes to further reduce and offset their carbon reduction.
    • Investment in newer technological equipment, namely electric or hydrogen.
    • End of life initiatives, including re-use of parts where possible.
  • 21 suppliers have a documented policy on how their organisation will achieve Net Zero.
  • All suppliers have committed to providing community benefits.
  • 50 suppliers pay the Real Living Wage to their workforce.
