Mary Mitchell

Chief Procurement Officer

Mary joined Scotland Excel in 2019 to lead a collaborative two-year programme that delivered positive change in procurement practice across five procurement teams from member organisations in the Tayside region.  

On completion of the programme, Mary was appointed as Strategic Programme Manager for Scotland Excel's construction, transport and environment category teams in June 2021. In this role, she has been responsible for the launch of new frameworks supporting Scotland's net zero ambitions, and has worked with the Scottish Government and Scottish Enterprise to identify carbon reduction opportunities through supply chain innovation. 

In December 2023, Mary was appointed Chief Procurement Officer and now oversees all Scotland Excel procurement activity across corporate, education, ICT, construction, transport and environment.

Mary is an experienced leader with extensive background in local government and the private sector.  Before joining Scotland Excel, she was the Corporate Procurement Manager at Perth & Kinross Council.
