Second generation new build framework is live

New four year framework will support councils and housing associations

Eighteen Scottish businesses have secured a place on Scotland Excel’s New Build Residential Construction framework – estimated to be worth £1.5bn over four years.

The second generation framework is now live and will help councils and housing associations source contractors for the construction of a wide range of residential properties.

Scotland Excel estimates that contracts worth £375 million per annum will be awarded through the framework – giving a forecast spend of £1.5 billion over the 4-year lifetime of the framework.

Of the 18 Scottish suppliers who have accepted a place on the framework – 14 are SMEs, one is a micro business, three are large and all 18 pay the Real Living Wage to their employees.

The framework has been structured into five lots reflecting the size of development, each of which is divided into 12 regions. This provided an opportunity for SMEs to bid to join the framework as they could bid for one, some or all regions. This approach also caters for the unique needs of different areas and ensures regional accessibility for councils and housing associations:

  • Lot 1: Development of 1-16 Units – Build Only
  • Lot 2: Development of 1-16 Units – Design and Build
  • Lot 3: Development of 17-35 Units
  • Lot 4: Development of 36-80 Units
  • Lot 5: Development of 81 Units and over

The new framework also includes professional services, with and without design. This flexibility has been included to boost collaboration between councils and suppliers - especially in the early stages of a project with no obligation to contract for the full build.

Specifications in the new generation have been enhanced to incorporate silver, gold, Passivhaus, and Net Zero standards - promoting energy efficiency and sustainability. This will ensure the framework supports the construction of homes that meet higher energy efficiency requirements, contributing to broader sustainability goals.

All 18 suppliers have agreed to fixed rates for 12 months and all have committed to delivering community benefits through the framework.

This second-generation framework for New Build Residential Construction will maximise collaboration, promote added value, and deliver best value. It will bring a range of benefits in relation to savings, price stability, sustainability, and community benefits.
