About this framework

Framework period: 14 December 2023 until 13 December 2027

Scotland Excel’s asbestos related works and services framework helps our members access services for asbestos surveys, removal works, disposal works and analytical services.

This is the fourth generation of the framework and forms part of our construction portfolio. Again, to encourage local participation, each lot was divided into six geographical regions.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 30 local authorities have confirmed participation in the framework
  • Prices are fixed for the first 12 months
  • The 34 suppliers include 25 SMEs and 5 micro businesses
  • There are 20 Scottish businesses participating in the framework
  • Suppliers have committed to minimising the environmental impact of their operations, particularly in relation to:
    • the Waste (Scotland) Regulations 2012, the Scottish Government’s Zero Waste Plan and a net-zero society
    • minimising the environmental impact of call offs under the framework, including in end-to end supply chains
    • innovations to promote reduce, re-use and recycling initiatives
    • administering and recording environmental improvements and sustainability measures
  • All suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • 33 suppliers pay the Real Living Wage with 16 being accredited Real Living Wage employers
