About this framework
Framework period: 30 September 2024 to 29 September 2030
Scotland Excel’s care and support framework is a second-generation flexible framework agreement. The services provided include the provision of care at home and supported living services, for people aged 16 and over.
The purpose of these services is to support people to achieve the best possible quality of life, in terms of their personal aspirations, choices and abilities, enabling individuals to live independently and safely within their own home for as long as practicable. It also supports the Scottish Government and health and social care ambitions for prevention of early admission to hospital and enables early supported discharge.
The flexible framework allows for the admission of new providers during the open period defined in the Flexible Framework Agreement, as well as enabling appointed care providers to vary their service offerings, including the addition of new services.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- 20 councils have confirmed their intention to participate in this framework though all councils are eligible to participate in this framework
- The 152 framework providers are a mix of small, medium and micro organisations including seven supported businesses
- Providers approach to delivering community benefits include:
- encouraging local employment opportunities
- building new and positive relationships with colleges and job centres
- charity partnerships
- Providers approach to sustainability, net zero and environmental considerations include:
- supporting local green initiatives
- reducing environmental impact
- implementing paper free initiatives
- reducing the impact of business travel
- All providers pay the real living wage with 44 of these formally accredited Real Living Wage Employers
