Scotland Excel’s children’s residential care and education services including short breaks is a well-established framework which has been in our social care portfolio since 2014. This is the second generation of the framework and has now been developed as a flexible framework meaning new providers can join the framework at set intervals.

Children and young people are placed in residential care for a variety of reasons. Some have experienced neglect or abuse; some are unable to be looked after by their own families and others require specialist care and support. Children and young people may be looked after in residential care on a voluntary basis or may be subject to a court order or compulsory measure.

Placement decisions into residential care are based on the individual needs of the child or young person. This framework offers sufficient services to meet the changing profile of children and young people

As with all our frameworks, this framework was developed in close consultation with stakeholders, including the Scottish Government, COSLA, Care Inspectorate, health and social care professionals, and care providers. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • Financial status and insurance cover of all providers has been assessed to ensure the delivery of safe and sustainable services
  • Supports payment of the Real Living Wage and Fair Work principles within the agreed rates.
  • Of the care services awarded to the framework, 93% have been graded “good” or above by the Care Inspectorate. Education Scotland is responsible for the evaluation of the quality of learning and teaching in Scottish schools and education services through inspection and review of Scottish education, 65% of the education services have been graded as “good” or above by Education Scotland.
  • Eco Schools accreditation is monitored through the framework. The level of accreditation of providers awarded is expected to rise from 6% to 82% throughout the lifetime of the framework.
  • Additional social value delivered through a range of provide initiatives including supporting local employment, education, training and work experience opportunities.
  • Detailed management information reporting to understand national placement patterns and to inform good practice across the sector.
