About this framework

Scotland Excel’s debt recovery and sheriff officer services framework is a second-generation renewal framework providing members with a range of debt collection services. These services include council tax (including water and wastewater charges), non-domestic rates, housing benefit overpayments, enforcement and diligence in relation to current and former tenant arrears service of a variety of statutory notices, post decree services including the service of charges, service court documents sales ledger debt collection, sundry debt collection, sales ledger diligence and penalty charge notices.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 13 local authorities have confirmed participation in the framework
  • All lot 1 rates are set by the Scottish Government and service providers cannot charge higher or lower than the rate set for work within this lot
  • All lot 2 suppliers have accepted, as part of the terms and conditions of the framework, that they will hold their percentage rates of commission firm for the duration of the framework
  • Of the eight suppliers, four are classified as SMEs along with four micro businesses
  • Suppliers proposed several sustainability benefits such as:
    • a commitment to finding solutions to reduce emissions and overall carbon footprint
    • using specialist software for route planning
    • transitioning to hybrid vehicles currently with a view to moving to electric vehicles in the future
    • recycling of consumables
    • reduction of paper consumption
  • All eight suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
