About this framework

Framework period: 1 June 2025 to 31 May 2029

Scotland Excel’s fourth generation domestic furniture and furnishings framework will allow councils and other participating bodies to procure a comprehensive range of domestic furniture and furnishings, enabling vulnerable individuals to live independently, or to be supported in temporary housing accommodation.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 29 councils have confirmed their intention to participate in the framework
  • Prices are fixed for the first 12 months of the framework
  • A ‘furniture kit-out’ lot has been added to make it easier for councils to source larger scale accommodation projects
  • Of the five suppliers, four are classified as SMEs along with one micro business
  • Suppliers proposed sustainability benefits such as:
    • Products certified with EU Ecolabels, FSC (Forest Stewardship Council), PEFC (Programme for the endorsement of Forest Certification), and OEKO-TEX for textiles
    • Achieving ISO 14064 which demonstrates a commitment to environmental responsibility and greenhouse gas management
    • Working with charities and recycling and repair organisations, including donating items for them to re-use, recycle, and repair to promote a circular economy and reduce waste
  • All five suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • Four suppliers pay the real living wage with two of these formally accredited Real Living Wage Employers
