About this framework

Framework period: 22 May 2026 to 21 May 2030

Scotland Excel’s engineering and technical consultancy framework will provide councils with a comprehensive range of engineering and technical consultancy services primarily related to civil engineering and other associated disciplines.

In doing so, it will provide greater efficiency for councils when engaging consultants and establishing construction contracts.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 32 Councils and associate members have confirmed their intention to participate in this framework
  • All consultants have agreed to the 12-month fixed price period for Professional Title Rates, and 48-month fixed price period for Salary Banded Rates.
  • Of the 39 consultants, 14 are classified as SMEs along with 3 micro businesses
  • Consultants proposed several sustainability benefits such as:
    • Whole Life Carbon Management - Application of PAS 2080 principles, including whole life carbon assessments, carbon baseline setting, and collaborative planning to reduce emissions across project stages
    • Innovation & Tools for Carbon Reduction - Deployment of proprietary tools and digital platforms to compare embodied and operational carbon, supporting informed decision making and optimised low carbon design
    • Continuous Learning & Capability Building - Annual staff training in carbon management and sustainability to ensure consistent best practice and strengthen organisational capabilities
    • Sustainable Materials & Circular Practices - Regular specification of low carbon concrete, recycled aggregates, sustainably sourced timber, and prefabricated components to minimise embodied carbon and reduce site deliveries
    • Innovative Low Carbon Design Solutions - Delivery of projects that incorporate locally sourced natural materials and prefabricated timber structures to provide cost effective, low carbon engineering outcomes
  • All consultants will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • 38 pay the real living wage with 18 of these formally accredited Real Living Wage Employers. One is not currently paying but has committed to pay the real living wage.
