About this framework
Framework period: 1 July 2021 until 30 June 2024 (with extension option to 30 June 2025)
Fostering and continuing care is a well-established framework which has been in our Social Care portfolio since 2013. This is the third generation of the framework.
This framework will enable local authorities to secure fostering placements from independent and voluntary providers as a supplement to their internal provision. The framework is mainly based around a core placement with local authorities able to source additional services to support individual requirements. Specialised placements and continuing care placements are also available, where required.
Foster care provides family-based care for children and young people who cannot live with their own families. Children may be fostered for a wide variety of reasons and may stay in foster care for a short period before returning to their families or moving onto a longer-term placement. Some children stay in foster care until they reach adulthood.
As with all our frameworks, this framework was developed in close consultation with stakeholders, including the Scottish Government and COSLA. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

- Fixed pricing for one year, providing purchasers with pricing stability.

- Providers are required to consult with young people and families in line with The Promise recommendations.

- Financial status and insurance cover of all providers has been assessed to ensure the delivery of safe and sustainable services.

The fostering and continuing care framework is a specialist care framework available to all Scotland Excel local authorities.
Key Facts
In line with the findings of the Independent Care Review, Scotland Excel took the strategic decision, supported by the UIG, to structure the tender so that stigmatising language was not used – and committed to instead use language which can be easily understood, and which does not create or compound stigma.
