About this framework
Framework period: 1 July 2026 to 30 June 2030
Scotland Excel’s frozen foods framework is a fifth-generation framework which contains supply only, distribution, and supply and distribution elements.
The framework will allow councils to procure a range of products including poultry, seafood, meat, pizza, potato products, ice cream and desserts.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- 31 councils confirmed participation in the framework
- Prices will be fixed for the first 12 months of the framework
- Of the 11 suppliers, 6 are classified as SMEs
- Suppliers proposed several sustainability benefits such as:
- changing to sustainable packaging
- reusable crates
- route optimising software
- rationalising delivery days to reduce mileage
- All 11 suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
- 9 suppliers pay the real living wage with 3 of these formally accredited Real Living Wage Employers
