About this framework

Framework period: 1 May 2020 until 30 April 2022 (with extension options to 30 April 2024)

Scotland Excel’s groceries and provisions framework provides members with easy and efficient access to a wide range of dairy and chilled products, dried goods, ambient products, crisps, confectionery, soft drinks and water. This is a long established framework within Scotland Excel’s contract portfolio which attracts over/almost £Xm of spend each year.

The current generation of the framework was developed to allow manufacturers to bid directly to create greater brand flexibility and enhance the availability of locally sourced produce and sustainable products. As with all our frameworks, this contract was developed in close consultation with stakeholders, including facilities and catering experts. It is fully compliant with all legislative requirements and offers social, economic and environmental benefits in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • Evaluation of supplier bids at a geographic level provides insight into the most economically advantageous suppliers for each council or member area.
  • The framework has been developed to allow for increased demand arising from the extension of free meals within schools and nurseries.
  • Projected average savings opportunity of 1.4% with increased savings potential available depending on product choices.
  • Suppliers to the framework represent a mix of company sizes from local SMEs to large national manufacturers and distributors.
  • All supplier bids have been reviewed by Renfrewshire Council’s Environmental Services team to ensure compliance with relevant legislation.
  • Suppliers will deliver local community benefits based on spend thresholds, which are reflective of the National Indicators outlined within the Scottish Government’s National Performance framework.
  • Suppliers have committed to minimising the environmental impact of their operations, particularly in relation to carbon dioxide (CO2) emissions, food miles, route planning, sustainable packaging and recycling.
  • XX suppliers pay, or have committed to pay, the Real Living Wage.
  • Scotland Excel’s ongoing management of the framework ensures that it continues to deliver value for members throughout its lifecycle.

Key Facts

This framework incorporates a wide range of products which the meet the provisions of the Nutritional Requirements for Food & Drink in Schools (Scotland) Regulations 2008 and Setting the Table 2018 standards for nurseries.
