About this framework

Framework period: 2 March 2022 to 31 December 2023 with the option to extend to up to two twelve-month periods

Scotland Excel’s heavy vehicles framework will provide members with the mechanism to purchase a range of heavy vehicles chassis and body types, including chassis, refuse collection vehicles, winter maintenance vehicles, road sweeping vehicles, and other general use vehicles. This also includes specialist body building services as well as options for alternative fuelled vehicles (electric, hydrogen or hybrid etc.).

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • Suppliers to the framework represent a mix of small, medium and large organisations with almost 80% of suppliers classified as SME’s.
  • Framework sees several enhancements in terms of safety and sustainability of the products such as important improvements to vehicle safety technology advancements and reduced emission technologies.
  • 34 of the 36 suppliers have committed to delivering a range of local community benefits through our community benefits approach supporting the Scottish Government’s National Performance Framework.
  • 34 suppliers pay, or have committed to pay, the Real Living Wage.
  • The framework promotes recycle, reuse and reduce initiatives to minimise the impact of the supply chain on the environment. A range of sustainable measures were outlined by suppliers including:
    • Use of Euro 6 vehicles as well as plans to implement use of hybrid and electric vehicles within existing fleets.
    • Carbon monitoring and policy/strategy to reduce carbon footprint.
    • Processes to minimise waste, including waste oil, packaging and component disposal.
    • Use of materials that can be reused or recycled at the end of the vehicle’s normal life cycle.
