About this framework

Framework period: 24 September 2024 to 23 September 2026 with an option to extend for up to a further 24 month period

Scotland Excel’s new build residential construction framework allows councils, housing associations, and other associate members to procure a diverse range of residential properties from qualified contractors. This includes all necessary enabling and ancillary works and services.

The framework incorporates Passivhaus standards, promoting energy efficiency and sustainability. Additionally, it encourages compliance with Housing for Varying Needs and Secure by Design principles. These enhancements are intended to maximise the adaptability of the delivered properties and improve the living standards for tenants, ensuring that the homes are both functional and secure.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 21 councils have confirmed their intention to participate in this framework, all councils, housing associations, and other associate members can participate in this framework
  • Rates, prices, and percentages are fixed for a 12-month period from the framework commencement date
  • Of the 19 suppliers, 15 are classified as SMEs as well as 1 micro business
  • Suppliers proposed several sustainability benefits such as:
    • commitments to prioritising comprehensive quality control & assurance measures, including material inspections, testing, & compliance with relevant standards & regulations,
    • implementation of ISO9001, ISO14001, & ISO4500 accredited procedures & processes
    • calculating the total carbon emissions associated with the project lifecycle across different scopes
    • having net zero working groups within their organisations
  • All suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
