Scotland Excel’s award winning new build residential construction framework provides councils, housing associations and other members with a route to procure a range of residential properties from contractors, including all enabling and ancillary works and services.

First established in summer 2019, this is the first generation of the framework and it is currently operating within its extension period.

It forms part of Scotland Excel’s construction portfolio and is estimated to see a spend of £1.5bn over its initial term.

The framework is primarily focused on the delivery of affordable houses, bungalows and flats, but also allows for the delivery of other residential properties like sheltered housing, student accommodation and mixed tenure properties.

As with all our frameworks, it was developed in close consultation with stakeholders, including construction bodies.

It is fully compliant with all legislative requirements and offers social, economic and environmental benefits in line with Scotland Excel’s sustainable procurement approach.

Development of this framework was funded by 11 Scottish councils following the Scottish Government’s introduction of the Affordable Housing Supply Programme (which is funding the building of new homes across the country).

Benefits

  • The framework has five lots which represent the marketplace and member purchasing requirements. These are subdivided into the 32 council areas to give geographical coverage.
  • To meet the contracting requirements of our members, it incorporates the Standard Building Contract Committee (SBCC) 2011 and 2016 suite of contracts.
  • The framework’s 17 suppliers offer nationwide coverage and represent a mix of small, medium and large organisations, with 13 classed as SME.
  • The specification encourages suppliers to use local labour and materials as much as possible.
  • There’s a requirement for suppliers to advertise any new subcontracting opportunities on Public Contracts Scotland, to give local suppliers the opportunity to bid for work.
  • All suppliers have committed to engaging supported businesses or social enterprises in the delivery of any work order exceeding £1 million.
  • All suppliers pay the Real Living Wage.
  • They are also all committed to delivering local community benefits based on individual member spend thresholds.
  • The framework has projected average savings of 2.8%, and pricing was fixed for the first year.
  • Scotland Excel’s ongoing management of the framework ensures that it continues to deliver value for members throughout its lifecycle.

The new build residential construction framework is available to all Scotland Excel local authorities and associate members.

Key Facts

The framework offers gold standard and passivhaus – the highest standard of creating an energy efficiency building. It also offers the offsite construction method, where a large majority of the assembly of the building is done in a factory before being transported to the building site.

The framework won the award for Best Procurement Delivery at the 2022 Scottish GO awards.
