About this framework

Framework period: 14 July 2021 until 30 June 2024 with an option to extend for up to 12 months until 30 June 2025.

Scotland Excel’s organic waste services framework is a third-generation framework agreement for this service. The framework offers treatment options for organic materials, including separately collected food waste, garden waste and co-mingled (collected together as a mix) food and garden waste, generating electricity and compost.

Originally developed in response to Scottish Government legislation (the Waste (Scotland) Regulations 2012) that puts a requirement upon all 32 local authorities in Scotland to provide all eligible households (properties and flats) with a separate collection of food waste, with the exception of some rural areas, which are currently exempt. This framework is part of the Scotland Excel Environment Category portfolio that assists councils in delivering their statutory obligation to provide an essential waste management service and contributes to Scottish Government’s Circular Economy ambitions and Zero Waste Plan.

As with all our frameworks, this contract was developed in close consultation with stakeholders, including roads experts. It is fully compliant with all legislative requirements and offers social, economic and environmental benefits in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • Service providers to the framework represent a mix of micro, small, and medium organisations with all Service providers classified as SME’s.
  • Service providers have committed to delivering a range of local community benefits including improving access to local green space, improving the skill profile of the population, reducing underemployment, improving workplace learning, improving young people’s participation and to reduce waste generated.
  • The framework has an estimated value of £12m per annum.
  • All 10 Service providers are paying the Real Living Wage.
  • Sustainable measures outlined by service providers include using on site power plants to generate electricity and heat that produce renewable energy fed into the electric grid and heat local communities, route planning to optimize movement of vehicles, water management systems to minimize the use of fresh water by reusing surface water, adoption of low-emission vehicles to reduce carbon footprint, re-use of PPE whilst not comprising safety and donation of old laptops/keyboards/screen to be refurbished.
