About this framework
Framework period: 1 June 2026 to 31 May 2030
Scotland Excel’s personal protective equipment (PPE), first aid materials and workwear framework combines two current Scotland Excel frameworks for the supply and delivery of personal protective equipment (PPE) including pandemic recovery items and workwear and supply and delivery of first aid materials.
This new framework will provide councils and associate members with a means of procuring a range of products in relation to personal protective equipment (PPE), first aid materials and workwear.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- All 32 councils have confirmed their intention to participate in this framework
- All suppliers have agreed to a 12-month fixed price period at the start of the framework
- Of the 30 suppliers, 22 are classified as SMEs along with two micro businesses
- Suppliers proposed several sustainability benefits such as:
- strict environmental standards through codes of conduct, compliance monitoring and audits, with corrective action or removal where required
- product ranges prioritise circularity, using recycled or certified materials, durability-focused design and life‑cycle assessments to reduce environmental impact
- take‑back, recycling and repair services extend product life and divert textiles and PPE from landfill
- packaging is being rapidly improved, with substantial reductions in single-use plastics, increased use of recycled and recyclable materials, and a shift towards fully plastic‑free solutions
- products are designed for longer life, supported by closed‑loop systems and environmental data such as LCAs and emissions reporting
- operational waste is increasingly recycled, with landfill reduction targets in place and continuous improvements across facilities
- environmental management systems, KPIs, audits and recognised certifications support ongoing performance improvement
- 29 of the 30 suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
- 23 pay the real living wage with seven of these formally accredited Real Living Wage Employers
