About this framework
Framework period: 17 January 2021 to 8 December 2024 (with option to extend until 8 December 2025)
Scotland Excel’s recycle and refuse container framework supports councils in the delivery of waste and environmental services to households and commercial premises, including council properties, businesses and schools as well as facilities in public areas, such as litter bins. First established in 2008, this is the fourth generation of the framework which has successfully generated an average spend of around £10m per year since its launch.
The framework includes various sizes and types of containers from two wheeled bins and wheeled and non-wheeled containers over 500 litres along with various sacks and liners. The inclusion of a new lot catering for the refurbishment of bins will help councils maintain and extend the lifespan of existing stock.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- Additional lot created for the refurbishment of bins, aimed at assisting councils in maintaining and extending the lifespan of existing stock.
- All 23 suppliers to the framework are SME’s.
- 21 framework suppliers will deliver local community benefits based on spend thresholds.
- All suppliers pay the Real Living Wage as a minimum to all employees.
- A range of sustainable procurement benefits were secured such as:
- Use of Euro 5 and Euro 6 standard vehicles as well as use of hybrid and electric vehicles.
- Carbon monitoring and policy/strategy to reduce and measure on an ongoing basis.
- Refined processes to minimise wastage within the manufacturing process, investment in waste management equipment and partnership with recycling companies to ensure off-take materials are recycled.
