About this framework

Framework period: 1 April 2026 to 31 March 2030

Scotland Excel’s fifth generation recycle and refuse containers framework offers members the means to procure a range of recycle and refuse containers including: 2 Wheeled Bins, Waste Containers over 500L, Kerbside Boxes and Reusable Sacks, Kitchen Waste, Urban Waste and Sacks and Liners.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 32 councils have confirmed their intention to participate in the framework fixed prices
  • Of the 19 suppliers, all are classified as SMEs
  • Suppliers proposed several sustainability benefits, with examples such as:
    • Sustainability Leadership: Products made under ISO14001 with high recycled content and continuous innovation to cut material use and waste
    • Measured Environmental Impact: Around 90% landfill diversion, 100% renewable energy use, and significant Scope 1 and 3 carbon reductions
    • Innovative Design: Investment and redesign in containers to achieve 20% less plastic, 93% recycled content, and 66% better pallet efficiency
    • Proven Quality Assurance: Compliance with ISO and EN standards, strong warranties, and rigorous testing for durability and performance
  • All 19 suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • 16 suppliers pay the real living wage with six of these formally accredited Real Living Wage Employers
