About this framework
Framework period: 09 June 2021 until 08 June 2025
Scotland Excel’s waste composition analysis framework will help councils take part in a national Zero Waste Scotland programme to analyse what people throw away, in a bid to understand how Scotland can send less to landfill.
This is the first generation of the framework which sits in our Environment and Transport portfolio alongside other waste and recycling frameworks. It is a four-year framework.
It was delivered with support from Zero Waste Scotland. It will give councils who want to take part in the planned Zero Waste Scotland programme easy access to providers who have been through the tender process and are ready to work with them.
It is fully compliant with all legislative requirements and offers social, economic and environmental benefits in line with Scotland Excel’s sustainable procurement approach.
Benefits
- The five suppliers are all based in the UK and four are classed as small to medium enterprises (SME).
- Four suppliers pay the Real Living Wage.
- All suppliers are committed to delivering community benefits for the duration of the framework.
- Fixed pricing was put in place for 12 months. All providers have offered further fixed pricing periods.
- Suppliers are committed to minimising the environmental impact of works, particularly in relation to reducing emissions through use of low emission vehicles and recycling and reuse initiatives.
- The forecast annual spend is £750,000 per annum.
- Scotland Excel’s ongoing management of the framework ensures that it continues to deliver value for members throughout its lifecycle.

Key Facts
The framework underpins a national programme that will give councils vital insight into the make-up of their waste streams. Local authorities can use the framework to procure suitable contractors and gather valuable data, which will in turn help us to develop a national picture of Scotland’s waste as part of our compositional analysis programme.
