Our Public Sector Procurement Practitioner programme delivers an accredited qualification aligned with the national procurement development framework.

Our programmes are delivered by Scotland Excel procurement experts using the 'flipped classroom' methodology: pre-work by candidates sets the scene for collaborative and co-operative practical activities in workshops, while post-workshop activities guide candidates on how to successfully complete each assignment.

Every programme is contextualised to the unique environment, challenges, and legislation of Scottish public‑sector procurement — ensuring that learning is immediately relevant and applicable.

Public Sector Procurement Practitioner (SCQF8)

Our procurement practitioner programme builds confident, competent professionals who deliver progressive procurement practices in Scotland’s public sector.

The programme is aligned to the Scottish national procurement development framework at level 3.

The qualification is accredited by Qualification Scotland and is delivered through a work-based learning methodology supported by our learning and development portal, the Scotland Excel Academy.

Each unit is assessed based on project work, where candidates will be asked to demonstrate how learning has been applied to work-based learning practice. Formal assessment is also complemented by guided learning, using online content and group discussions.

The unit workshops which make up the Practitioner qualification are:

  • Induction and Programme Overview
  • Unit 1 – Pre-Tender – Strategy and Tender Development (Mandatory)
  • Unit 2 – Implementation & Delivery – Tender Documentation (Mandatory)
  • Unit 3 – Delivery – Post Tender (Mandatory)
  • Unit 4 – Contract Law / Terms & Conditions (Optional)
  • Unit 5 – Risk (Optional)
  • Unit 6 – Negotiation (Optional)
  • Unit 7 – Framework Agreements (FAs) & Mini Competitions (Optional)

The Practitioner qualification can stand alone or act as a pathway to the Advanced Practitioner programme.

The programme is spread out over 12 months with dates agreed at the induction workshop.
