Scotland Excel scoops two prestigious GO Awards

Julie Welsh is crowned Procurement Individual of the Year

Scotland Excel has won two prestigious titles at the country’s leading annual awards ceremony to recognise excellence in procurement.

Our Chief Executive Julie Welsh was crowned Individual of the Year at the Scottish GO Awards 2024, and we also took home the Collaborative Procurement Award.

Julie’s procurement experience spans more than 20 years and she has successfully led Scotland Excel since 2014. She strives to make sure services are aligned with customer needs. She is hugely passionate about collaborative procurement and champions the role of public procurement as a driver of policy.

We received the Collaborative Procurement Award for our work to deliver the Digital Alarm Receiving Centre (ARC) framework. This recognised how closely we worked with the Digital Office to make sure the first generation framework was aligned with national digital priorities to ensure best practice in digital transformation.

The Individual of the Year Award recognises Julie’s tenure within public procurement across multiple organisations and roles – including her rise to become the Chief Executive of Scotland Excel.

Grahame Steed, Chair of the GO Awards Judging Panel said: “The award recognises Julie’s advocacy for public procurement and her passion for what it can deliver. It also recognises her development and evolution of Scotland Excel against a challenging procurement backdrop - with a transition of focus to commercial.

“She has made sure public procurement has a seat at the table – ensuring it is given the prominence it deserves. She has balanced limited resources against increasing demand for Scotland Excel’s services; thriving on change while also focusing on the mentorship and development of others.
“Overall the award recognises Julie’s obvious passion and commitment to Scotland Excel and procurement more widely, as well as her fantastic track record of success – especially in the last ten years.”
