About this framework
Framework period: 19 May 2025 to 18 May 2029
Scotland Excel’s fifth generation bitumen and associated products framework will provide councils with access to a range of bitumen related products including bulk bitumen, reinstatement products, surface dressings, cementitious products, and sundry bitumen related products.
As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
Benefits
- 30 councils plus Tayside Contracts have confirmed their intention to participate in this framework
- All seven suppliers have agreed to the 6-month fixed price period at the start of the framework
- Of the seven suppliers, four are classified as SMEs
- Suppliers proposed several sustainability benefits such as:
- drum recycling methods enabling the reuse of all returned drums, reducing both waste and customer costs
- working towards carbon neutrality and researching bio bitumen as a sustainable road material
- exploring eco-friendly packaging options to minimise non-recyclable waste
- reducing transportation emissions by optimizing delivery methods, using fuel-efficient Euro 6 vehicles, consolidating shipments, and encouraging carbon-conscious ordering
- All seven suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
- Six suppliers pay the real living wage
