About this framework

Framework period: 1 August 2024 to 31 July 2027 with an option to extend up to 31 July 2029

Scotland Excel’s community meals framework is a fourth-generation renewal framework providing members with a means to purchase a wide variety of nutritionally balanced, good quality, affordable meals delivered within the community.

Community meals have the potential to reduce expenditure in health and social care by reducing admissions to hospital due to malnutrition and by enabling people to stay independently in their own homes for longer. In addition, it can contribute to wellbeing and recovery after illness and assist in earlier discharge from hospital.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 18 councils have confirmed their intention to participate in this framework
  • Both suppliers have agreed to fix prices until 31 March 2025
  • A range of measures to reduce environmental impact are delivered by suppliers including:
    • commitment to prioritising Scottish and UK suppliers
    • donating excess food to charities to reduce waste
    • promoting route efficiency
    • use of biodegradable/ recyclable packaging
    • closed-loop recycling system for meal trays
    • annual reviews with upstream supply partners on carbon emissions
    • commitment to Net Zero by 2040
  • Both suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • One supplier is an accredited Real Living Wage employer, the other pays the Real Living Wage to all employees in Scotland

Sectors

The community meals framework is available to all Scotland Excel local authorities and associate members.
