About this framework

Framework period: 9 April 2025 to 8 April 2029

Scotland Excel’s local heat and energy efficiency strategies framework will enable members to procure analysis for future updates to their local heat and energy efficiency strategies (LHEES).

The framework will support the Scottish Government’s Energy Efficient Scotland programme to ensure that by 2040 all buildings are warmer, greener and more efficient thus supporting Scotland’s net-zero ambitions.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 21 councils confirmed their intention to participate in the framework
  • The people rates and NEC fee percentages submitted by suppliers are fixed until the end date of the framework
  • Of the 15 suppliers, six are classified as SMEs along with one micro businesses
  • The framework has the capacity to influence eight of the national indicators as per The Scottish Government sustainability test:
    • Carbon - energy consumption
    • Heritage - protection
    • Employment - skills and training
    • Employment - SMEs, social enterprises, supported businesses
    • Communities - enhancement
    • Equality
    • Fair work practices
    • Physical/mental health and wellbeing
  • All 15 suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • All 15 suppliers pay the real living wage with seven of these formally accredited Real Living Wage Employers
