About this framework
Framework period: 1 April 2020 until 31 March 2022 with an option to extend for up to 24 months
Scotland Excel’s secure care framework was the first framework in our social care portfolio which was established in 2011. Secure care is the most intensive and restrictive form of care for children and young people in Scotland, and is designed to keep safe those who pose a very high risk to themselves and/or others.
The decision to restrict any child or young person’s liberty has significant and immediate impact for them and their family, friends and wider community. A secure care placement can only be authorised by children's hearing or by the order of a court, and places within four of the five secure care centres in Scotland are available through this framework.
As with all our contracts, this contract was developed in close consultation with stakeholders, including the Scottish Government, COSLA, Care Inspectorate, health and social care professionals, and care providers. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.
