About this framework

Framework period: 18 November 2025 to 17 November 2028 with an option to extend until 17 November 2029

Scotland Excel’s vehicle parts framework allows members to procure a wide range of vehicles parts. This incorporates everything from cars and light vehicles up to 44 tonne refuse collection vehicles (RCV) and other specialist vehicles.

As with all our frameworks, this framework was developed in close consultation with key stakeholders. It is fully compliant with all legislative requirements and was developed in line with Scotland Excel’s sustainable procurement approach.

Benefits

  • 31 councils have confirmed their intention to participate in the framework
  • All 28 suppliers have agreed to a six-month fixed price period from the commencement of the framework
  • Of the 28 suppliers, 18 are classified as SMEs along with three micro businesses
  • Suppliers proposed several sustainability benefits such as:
    • Installation of solar panels, sensor LED lighting, rainwater harvesting equipment and heat monitoring systems as examples of renewable/ energy reduction initiatives
    • Return schemes for qualifying parts, enabling councils to return used units to be reconditioned or remanufactured for a refund on the surcharge
    • End of life parts sent to specialist auction houses to raise funds for charity rather than going to landfill
    • Route efficiency / optimisation software, electric / alternatively fuelled fleet and recycling / reuse of packaging.
    • Net zero targets as early as 2035
  • All 28 suppliers will deliver community benefits which are reflective of the Scottish Government’s National Outcomes
  • 21 pay the real living wage with three of these formally accredited Real Living Wage Employers
