Further Competition

Framework contracts are designed to offer flexibility.  They include a range of products, services and suppliers to provide choice that meets different organisations’ needs. 

Although collaborative frameworks provide access to favourable commercial terms, it is often possible to make additional savings through further competition to select and contract with a preferred supplier and/or to place an order for a significant quantity of goods.

Procurement teams are well versed in the benefits of ‘calling off’ from a framework but may struggle to find the time and resources to do this.  Our experienced procurement professionals can work with members to establish their requirements and deliver a further competition project on their behalf.

We provide an end-to-end service that includes building and publishing a compliant tender pack, engaging with suppliers, evaluating bids to make recommendations, and issuing award letters.  This service is also beneficial for smaller organisations that may not have dedicated procurement team. 

We will always seek the best framework for each member’s requirements.  As well as  undertaking further competition against Scotland Excel frameworks, we will also use collaborative frameworks offered by other procurement organisations when appropriate.

As with all Scotland Excel’s procurement services, our further competition service is more cost-effective than hiring contractors or employing private sector consultancies.  As a non-profit organisation, all surpluses are reinvested to provide more value for our members.

Further competition can also form part of a hosted procurement service or transformation programme.
