Scotland Excel is continuing to experience a growing demand for our capability as a centre of procurement expertise for public sector, from local authorities across Scotland and other organisations in the public domain. As a result, we are seeking to recruit a Procurement Co-ordinator to our National Savings Team.

This role will be working within our National Savings Team as procurement lead to deliver Scotland wide aggregated mini-competitions. You will be required to engage with our members and partners to develop specifications and schedule of requirements and to manage and progress the procurements from conception to award.

The role will require sound procurement knowledge and experience with a high level of attention to detail and numeracy, confidence to deal with multiple different stakeholders and the ability to manage several projects simultaneously. This role is offered on a 24-month fixed-term basis

Principal Role

  • Assist in the implementation of procurement strategies that deliver key team targets and goals
  • Ensure compliance with standing orders, statutory provisions, EU directives, other relevant legislation and Scotland Excl policies, procedures and processes
  • Lead, advise and coordinate preparatory work supporting the effective management of the portfolio of high value/high risk Category B contracts
  • Liaise with and coordinate relevant feedback from key stakeholders in the procurement process
  • Manage a range of research and analysis duties as directed in support of the procurement teams’ contracts process
  • Responsible for realising the benefits of collaborative procurement by supporting new contract development opportunities for Category B goods and services and support managing established contracts
  • Support the User Intelligence Groups process for designated commodities to ensure that efficiency, effectiveness and value are delivered to local authorities

Key Responsibilities

Desired Qualifications and Qualities

  • Has achieved, working toward or willing to work towards full membership of the Chartered Institute of Purchasing and Supply (CIPS) or equivalent
  • Educated to degree level, HND in business or equivalent qualification.
  • Proactive, innovative, meticulous, problem solvers, and have excellent written and verbal communication skills.
